  秀英港作为海口港主体港区，素有“琼州门户”之称，是宋元以来海上丝绸之路的重要节点与海口对外联系的核心枢纽，承载着城市发展的深厚记忆。随着自贸港封关运作及港口功能搬迁，秀英港片区已进入从传统港口物流功能向复合型城市功能转型的关键时期，既面临基础设施升级、功能业态重构、生态品质提升的多重任务，也迎来深化对外开放、承接高端产业、激活滨海活力的重大机遇。
  Xiuying Port,as the main port area of Haikou Port,has long been known as the"Gateway to Qiongzhou."It has been a crucial node along the Maritime Silk Road since the Song and Yuan dynasties and serves as a core hub for Haikou's external connectivity,carrying profound memories of the city's development.With the full independent customs operation of the Hainan Free Trade Port and the relocation of port functions,the Xiuying Port area has entered a critical period of transitioning from traditional port logistics functions to comprehensive urban functions.It faces multiple tasks,including infrastructure upgrades,functional and business restructuring,and ecological quality enhancement,while also embracing significant opportunities to deepen openness,undertake high-end industries,and revitalize coastal vitality.
  为加快推进海南自由贸易港核心引领区，建设打造“六个之城”，充分实现秀英港片区的战略价值，海口市自然资源和规划局启动秀英港片区城市设计方案国际征集工作，以国际化视野、前瞻性思维、创新性设计、实施性操作指导片区高水平规划、高标准建设。
  To accelerate the development of the core leading area of the Hainan Free Trade Port,build the"City of Six Dimensions"and fully realize the strategic value of the Xiuying Port area,the Haikou Municipal Natural Resources and Planning Bureau has launched an international solicitation for urban design proposals for the Xiuying Port area.This initiative aims to guide high-level planning and high-standard construction of the area through an international perspective,forward-thinking approaches,innovative designs,and practical implementation strategies.
  本次国际征集旨在汇聚全球智慧与先进理念，采用公开征集的方式进行，邀请国内外具有相关规划设计经验的设计机构报名申请参加资格预审，第一步通过资格审查的方式（预审）确定6个应征人，第二步由通过资格审查的应征人根据征集文件的要求编制规划设计方案。
  The international solicitation seeks to gather global expertise and advanced concepts through an open call.Design institutions with relevant planning and design experience,both domestic and international,are invited to apply for qualification pre-screening.In the first step,6 qualified applicants will be selected through a pre-qualification review process.In the second step,the shortlisted applicants will be required to develop planning and design proposals in accordance with the solicitation documents.
  一、项目概况
  I.Project Brief
  1．项目名称：海口市秀英港片区城市设计方案国际征集。
  2．规划设计范围：本次国际征集范围包含规划研究范围、城市设计范围两个层次（详见规划设计范围示意图）。
  规划研究范围东起杜鹃路、西至永万路、南接海秀快速路、北临琼州海峡，总面积约531.31公顷（含城市设计范围）。
  城市设计范围为秀英港核心区域：东起丽晶路、西至国帆基地码头、南接滨海大道、北临琼州海峡，面积约253.48公顷。
  1.Project name:International Solicitation for Urban Design Proposals of the Xiuying Port Area in Haikou City
  2.Planning and Design Scope:This international solicitation encompasses two levels:the planning study area and the urban design area(refer to the schematic diagram of the planning and design scope for details).
  The planning study area extends from Dujuan Road in the east to Yongwan Road in the west,bordered by Haixiu Expressway in the south and the Qiongzhou Strait in the north,with a total area of approximately 531.31 hectares(including the urban design area).
  The urban design area covers the core zone of Xiuying Port,stretching from Lijing Road in the east to the Guofan Base Wharf in the west,bounded by Binhai Avenue in the south and the Qiongzhou Strait in the north,with an area of approximately 253.48 hectares.

  3．征集方式：公开征集。
  4．规划设计内容：本次国际征集包括规划研究与城市设计两大部分。依托秀英港片区“琼州门户”的历史底蕴及滨海区位优势，规划研究重点关注港口转型后的总体定位、空间优化、系统完善、生态与文脉保护，以及开发实施策略等核心议题。城市设计围绕片区未来形象与体验，提出明确的设计理念与策略，涵盖功能结构、空间形态、公共活动、城市风貌等内容。
  5．设计周期：应征阶段规划设计周期为92天。计划在2026年1月20日（北京时间，下同）开始，2026年1月23日组织项目介绍会和现场踏勘，届时需应征人首席设计师及其团队参会，应征人于2026年4月22日提交应征成果。
  6．资格审查的方式：有限数量制。参加征集活动的应征人（含联合体应征人）的数量限定为6个。
  7．奖项设置：优秀方案1个、优良方案2个。

  4.Content of Planning and Design:This international solicitation comprises two main components:Planning Study and Urban Design.Building upon Xiuying Port area's historical significance as the"Gateway to Qiongzhou"and its advantageous coastal location,the Planning Study will focus on key post-transformation themes.These include defining the area's overall positioning,optimizing spatial layout,enhancing systemic frameworks,preserving ecological and cultural heritage,and formulating development and implementation strategies.The Urban Design component will establish a clear design vision and strategic framework to shape the area's future identity and user experience.It will address aspects such as functional organization,spatial form,public activity provision,and urban character.
  5.Period of Design:The duration for the competition phase of planning and design is 92 days.The schedule is as follows:the process is planned to commence on January 20,2026(all times in Beijing Time,same below).A project briefing and site visit will be organized on January 23,2026,during which the lead designer and their team from each competing firm are required to attend.All competing firms must submit their final proposals by April 22,2026.
  6.Method of Review for Qualifications:Limited number of applicants permitted.The number of Applicants for such Call(including Consortium Applicants)is set to 6.

  二、应征申请人资格条件
  II.Qualification Requirements for Applicants
  1．应征申请人应为合法注册的法人实体或由合法注册的法人实体组成的项目联合体。
  2．中华人民共和国境内的规划设计机构须具有中华人民共和国自然资源部颁发的城乡规划编制甲级资质，或具有中华人民共和国住房和城乡建设部颁发的建筑行业（建筑工程）设计甲级资质或建筑行业设计甲级资质或工程设计综合甲级资质或外商投资企业城市规划服务资格。
  3．中华人民共和国境外的规划设计机构须具有所在国颁发的从事城市规划设计或建筑设计的相应资格。港澳台规划设计机构的资格要求应参照境外规划设计机构资格要求的规定。
  4．上述具有相应资质的规划设计机构可单独进行资格预审申请，也可组成联合体共同进行资格预审申请，但需以联合体协议书明确联合体的牵头单位和各自职责。组成项目联合体的各成员单位不得再以自己的名义单独进行资格预审申请，也不得同时加入本项目其它联合体进行资格预审申请。
  5．申请参加资格预审的规划设计机构须具备产业咨询、商业策划的能力，确保其设计方案中有关产业方面的内容能够落地实施且正常运营。若应征申请人自身不具备该能力，则应考虑与国内外知名的咨询策划机构组成联合体进行资格预审申请（对咨询策划机构不作上述设计资质/资格的要求，咨询策划机构不得作为联合体牵头单位），以完成在产业咨询、商业策划及运营层面的咨询工作任务。
  6．应征申请人应具有与本项目的功能性质相类似的规划设计经验。
  7．应征申请人参加本次活动的设计人员应是其机构正式在册人员，首席设计师必须由应征申请人单位中主持过城市规划设计类项目的设计师担任。
  说明：除联合体的成员外，参加征集的应征人之间不应存在关联关系。
  符合以上条件的应征申请人可自2025年12月25日至2026年1月8日，每天上午9时00分至11时30分，下午13时30分至16时00分在组织单位进行报名登记后获取资格预审文件。
  1.Applicants shall be legally registered legal entities or a project consortium composed of legally registered legal entities.
  2.Planning and design institutions within the territory of the People's Republic of China must possess one of the following qualifications issued by the competent authorities of the People's Republic of China:Grade-A Qualification for Urban and Rural Planning Formulation,issued by the Ministry of Natural Resources;or Grade-A Qualification in one of the following fields,issued by the Ministry of Housing and Urban-Rural Development:Architectural Industry(Architectural Engineering)Design;Architectural Industry Design;Comprehensive Engineering Design;or Qualification for Urban Planning Services by Foreign-Invested Enterprises.
  3.Planning and design institutions outside the territory of the People's Republic of China must possess the corresponding qualification for engaging in urban planning and design or architectural design,issued by their home country.The qualification requirements for planning and design institutions from Hong Kong,Macao,and Taiwan shall be determined with reference to the provisions applicable to overseas institutions.
  4.Qualified planning and design institutions may submit a pre-qualification application independently or as part of a consortium.In the case of a consortium application,a consortium agreement must be submitted to clearly designate the leading member and define the respective responsibilities of all members.Once part of a consortium,no member unit may submit a separate pre-qualification application in its own name,nor may it participate in any other consortium applying for this project.
  5.Institutions applying for pre-qualification must possess the capability for industry consultation and commercial planning to ensure the practical implementation and operational viability of the industry-related aspects within their design proposals.If an applicant lacks this capability internally,it must consider forming a consortium with a renowned domestic or international consulting firm to fulfill the tasks related to industry consultation,commercial planning,and operational strategy.(Such consulting partners are exempt from the aforementioned design qualification requirements but cannot serve as the leading member of the consortium.)
  6.Applicants shall possess planning and design experience in projects of similar function and nature to the current one.
  7.Design personnel participating in this activity on behalf of the applicant must be officially registered staff of the institution.The Chief Designer must be a designer from the applicant's organization who has previously led urban planning and design projects.
  Note:Other than the members within a consortium,there shall be no affiliation among the applicants participating in the solicitation.
  Applicants meeting the above conditions may register and obtain the pre-qualification documents at the organizing unit's office from December 25,2025,to January 8,2026,during the hours of 9:00 AM to 11:30 AM and 1:30 PM to 4:00 PM daily.

  应征申请人请于2025年12月25日至2026年1月8日，每天上午9时00分至11时30分，下午13时30分至16时00分在组织单位报名登记，并在其网站（http://www.bkpmzb.com/）上免费下载资格预审文件。只有符合条件，并在组织单位报名登记的应征申请人才能获得下载资格预审文件的密码，正式参加资格预审。
  报名登记的程序：①在组织单位网站上下载报名表；②填写报名表后，将底稿（doc格式）及加盖单位印章的扫描件（pdf格式）以电子邮件的方式发回；③组织单位确认应征申请人的报名资格并进行登记。
  Applicants are requested to register with the organizing unit daily from December 25,2025 to January 8,2026,between 9:00 AM to11:30 AM and 1:30 PM to 4:00 PM,and to download the prequalification documents free of charge from the official website(http://www.bkpmzb.com/).Only eligible applicants who have completed registration with the organizing unit will receive the password to download the prequalification documents and formally participate in the prequalification process.

  六、资格预审申请文件的递交时间

  应征申请人请于2026年1月11日16时00分前，将资格预审申请文件的表格部分（doc格式）先行通过电子邮件的方式发送给组织单位，并请于2026年1月13日12时00分前将资格预审申请文件的文本文件（1正1副）及电子文件（2套）送交组织单位。
  The Applicant is required to send those forms(in doc format)in the application documents for prequalification to the Organizer by email first prior to 16:00,January 11,2026,and then submit textual documents in the application documents for prequalification(1 original and 1 copy)and electronic files(2 sets)to the Organizer no later than 12:00,January 13,2026.
  七、其它条款
  VII.Miscellaneous
  1．本次征集活动选取优秀方案1个、优良方案2个。
  2．优秀方案奖金人民币350万元（含税）；每个优良方案奖金人民币200万元（含税）。
  3．通过资格预审并提交了合格应征方案的应征人，未获得优秀方案和优良方案的，将分别获得应征补偿费人民币100万元（含税）。但对于未按规定时间提交应征文件或其应征文件按征集文件规定不被接受或应征资格被取消的应征人，承办单位将不支付应征补偿费。承办单位对获得奖金的应征人不再另外支付应征补偿费。
  4．本次征集活动设计成果提交日为2026年4月22日。
  5．应征人的应征设计方案的使用权归主办单位。主办单位（承办单位）有权在项目的规划和设计中使用应征设计方案，主办单位（承办单位）在项目的设计中或在设计方案调整综合时可以全部或部分使用设计方案的内容，也可以对设计方案进行修改。同时主办单位（承办单位）还可对应征方案印刷、出版和展览，可通过传播媒介、专业杂志、书刊或其他形式评价、展示、宣传应征作品。
  6．本次征集活动中的所有文件及往来信函均应使用中文书写。
  7．设计机构所获的奖金或应征补偿费的税金（含中国境内、外应缴纳的各项税费）和在咨询过程中发生的一切费用自理。
  8．参加本次活动的应征申请人均被视为承认本公告的所有条款。
  9．主办单位海口市人民政府、承办单位海口市自然资源和规划局拥有本次公告的解释权。
  10．本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。
  1.1 excellent proposal and 2 good proposal will be picked out.
  2.The excellent proposal will receive a prize money of RMB 3,500,000(tax-inclusive)and the good proposal will be awarded RMB 2,000,000(tax-inclusive)each.
  3.Those applicants that have been prequalified and submitted proper proposals,which are not awarded as excellent or good,will each receive a compensation of RMB 1,000,000(tax-inclusive).However,the Organizing Unit will not pay any compensation to any Applicant that has failed to submit a proposal within the specified deadline or that has submitted a proposal that is considered unacceptable in light of the requirements of the Call or that has been disqualified.The Organizing Unit will not pay any additional compensation to any Applicant that has been awarded the prize money.
  4.The design proposals for this solicitation activity must be submitted by April 22,2026.
  5.The usage rights of all submitted design proposals shall belong to the Host Organization.The Host Organization(Organizing Unit)reserves the right to utilize the submitted designs in the project's planning and design processes.This includes the full or partial use of the design content,as well as modification of the designs,during the project's design phase or in the process of design integration and adjustment.Furthermore,the Host Organization(Organizing Unit)is entitled to print,publish,and exhibit the submitted proposals.It may also evaluate,display,and promote the works through media channels,professional journals,books,or other formats.
  6.All documents and correspondence for this solicitation activity shall be written in Chinese.
  7.Any taxes imposed on the prize money or compensations paid to the Applicant(inclusive of any taxes or levies payable in China and other countries)and any cost arising from the consulting shall be borne by the Applicant.
  8.All applicants participating in this activity shall be deemed to have acknowledged all the terms of this announcement.
  9.The Host Organization,Haikou Municipal People's Government,and the Organizing Unit,Haikou Municipal Natural Resources and Planning Bureau,retain the right of interpretation of this announcement.
  10.This solicitation activity and all documents related hereto shall be governed by and construed in accordance with the laws and regulations of the People's Republic of China only.
