2．征集范围

II. Work Scope of Solicitation

海南省海口市大英山地区D01、D09地块位于大英山CBD内，国兴大道南侧，日月广场东侧。D01地块占地面积为2.61公顷，容积率4.58，限高200m，建筑密度≤50%，绿地率≥20%。D09地块占地面积为2.66公顷，容积率4.82，限高200m，建筑密度≤55%，绿地率≥20%。

Plots D01 and D09 in Dayingshan Area Haikou City Hainan Province are located in Dayingshan CBD south of Guoxing Avenue and east of Riyue Square. D01 plot covers an area of 2.61 hectares the plot ratio is 4.58 the height limit is 200m the building density is ≤50% and the green area ratio is ≥20%. D09 plot covers an area of 2.66 hectares the plot ratio is 4.82 the height limit is 200m the building density is ≤55% and the green area ratio is ≥20%.

D01、D09地块地上计容面积约24.77万㎡，地下建筑面积不计容，开发总量根据建筑设计方案确定。公共部分应考虑将D01地块、D09地块进行地上地下衔接，具体指标根据设计方案确定。

The floor area of D01 and D09 plots is about 247700 square meters and the underground building area is not counting. The total development amount is determined according to the architectural design plan. The public part should consider connecting the D01 and D09 plots above and below ground and the specific indicators are determined according to the design plan.

(4)本项目不接受联合体申请。

Consortiums are unacceptable for this project.

4 ．资格预审文件的获取

IV. Access to prequalification documents

(1)凡有意参加本次方案征集活动的潜在申请人，请于2020年12月 3 日至2020年12月9日16:00时截止(北京时间，下同)，在上海国际招标有限公司网站(点击查看相关链接)注册并在线领取资格预审文件。

All potential applicants interested in participating in this solicitationare welcome to register and receive the prequalification document online through the website of Shanghai International Tendering Co. Ltd. (点击查看相关链接) from December 3 2020 to 16:00 December 9 2020 (Beijing time the same below).

(2)网站首次注册需要提供《注册专用-供应商注册专用授权函和承诺书》(可从供应商注册页面或供应商补全信息流程页面下载，注册手机号即为供应商登录主账号，该手机号所有人应为被授权办理供应商注册和主账号登录管理的合法代理人)、供应商注册证明、基本存款账户开户证明和基本存款账户信息等原件扫描件，申请人应当提前准备。网站注册审核需1个工作日，请尽早办理，以免影响领取资格预审文件。

The website registration document includes: Special Authorization and CommitmentLetterfor Supplier Registration (Document can be downloaded from the supplier registration page or supplier completion information process page. The registered mobile phone number is the supplier's main login account.The owner of the mobile number shall be the legal agent authorized to handle supplier registration and main account login management) supplier registration certification scanned original copies of the basic deposit account opening certificate and the basic deposit account information.Applicants should prepare in advance. Website registration verification takes one working day please register in advance to prevent failure of receiving the prequalification document.

(3)已注册的申请人可从网站采购公告栏的相应公告中进入在线领取资格预审文件流程。在线领取资格预审文件时需上传的材料包括：

Registered applicants can enter the online prequalification document collection process from the corresponding announcement on the website purchase bulletin board.The required materials when receiving prequalification documents online include:

¨境内申请人：营业执照(若未完成三证合一手续则须另外提交税务登记证、组织机构代码证)、建筑行业建筑工程专业甲级或以上资质证书(复印件加盖公章)；

For domestic applicants: Business license (tax registration certificate and organization code certificate must be submitted separately if have not yet completed formalities for integrating three certificates into one) certificates for Grade Aor higherarchitectural engineering qualification(photocopies stamped with official seal);

¨境外申请人：在其所在国家或地区合法注册的营业执照(复印件加盖公章)、与境外母公司的关系证明(如有)。有其它资质证明或类似项目经验证明的，提供相关复印件加盖公章；

For overseas applicants: Business license indicating legally registered in the country or region where located (photocopies stamped with official seal)proof of relationship with the overseas parent company (if any). If other qualification certificates or similar project experienceare available please provide photocopies stamped with official seal;

以下材料所有申请人均需提交

All applicants must submit the following materials

¨法定代表人授权书(原件，应写明拟获取资格预审文件的项目编号，须由法定代表人和被授权人签字或盖章)，法定代表人授权书格式可从公告附件下载；

Power of attorney of legal representative (original the project number of the prequalification document to be obtained should be stated and the legal representative and authorized person must sign or stamp it). The format of Power of attorney of legal representativecan be downloaded from the attachment of announcement;

¨被授权人身份证(复印件加盖公章)。

Authorized person's ID card (photocopy stamped with official seal).

上述材料如有缺失或未按照要求提供，征集代理有权拒绝向该申请人提供相关信息和发放资格预审文件。(注：在线领取资格预审文件为人工受理，工作日提交的申请最迟将在当日17时前处理，敬请耐心等待，感谢您的理解和配合。)

If the uploaded materials are missing or not provided as required the solicitation agencyhas the right to refuse to provide relevant information and issue prequalification documents to the applicant. (Note: Online prequalification documents are accepted manually. Applications submitted on weekdays will be processed before 17:00 of the same day at the latest. Please wait patiently and thank you for your understanding and cooperation.)

5．资格预审申请文件的递交

V. Submission of prequalification application documents

递交资格预审申请文件截止时间为2020年12月10日 11:00时，地点为上海市延安西路358号美丽园大厦14楼。逾期送达或者未送达指定地点的资格预审申请文件，将不予受理。

Please submit theprequalification application documents to the 14thfloor 358 Yan'an Road(West) Shanghai before 11:00 on December 10 2020. Any prequalification application documentsof late delivery or non-delivery to the designated place will not be accepted.

6. 入围方式

VI. Shortlisting

申请人递交了资格预审申请文件后，资格预审评审委员会会对申请人进行综合评审和比较，遴选出4名申请人作为入围的应征人进入本项目的正式征集阶段。如申请人数量正好为4名，资格预审评审委员会将对申请人的综合情况、项目业绩和团队组成等进行是否符合项目要求的判定，如判定符合项目要求，4名申请人直接入围。如申请人不足4名，征集人保留重新组织资格预审的权利。

Once applicants have submitted prequalification application documents the Prequalification Review Board will conduct a comprehensive review of all applicants and select fourapplicants as shortlisted participantsfor the formal solicitation stage. If the number of applicants is exactly 4 the Prequalification Review Boardwill determine whether the applicant's comprehensive situation project performance and team composition meet the project requirements. If it is determined that the project requirements are met 4 applicants will be directly shortlisted. If there are less than 4 applicants the solicitor reserves the right to reorganize the prequalification.

7. 方案征集费

VII. DesignFee

入围进入正式征集阶段的4名应征人在最终设计方案评审结束，并经专家委员会评定符合最终设计任务要求的，将获得方案征集费200万人民币(含税)。若应征人的设计方案获得优胜，将承担相关概念方案深化设计工作，并另行获得深化设计费200万人民币(含税)。

Fourparticipants shortlisted for the formal solicitation stagewill be compensateda fee of CNY2000000 (tax included)each after the review of final design proposals is completed and the proposals are deemed by the Expert Panelas consistent with the requirements ofthe Design Program.Theparticipant who winsthe first prize will undertake related deepen design workof architecturalconcept and bepaidDeepen Design Fee of CNY2000000.00 (tax included) separately.
